The policy process is well articulated
- In my context, Abolition of Preliminary National Diploma (Pre-ND) is an education policy.
- The people that were involved in formulation of the Policy include:
(i) The Ministry of Education;
(ii) The National Board for Technical Education (NBTE);
(iii) The Joint Admission and Matriculation Board (JAMB);
(iv) Rectors and Provosts in Nigeria TVET;
(v) Registrars in Nigeria TVET; and
(vi) Admission Officers in Nigeria TVET. - The process followed include identification of non-compliance with central admission through JAMB; exceeding of admission quota into accredited programmes; and institutions giving more preference to Pre-ND candidates than JAMB applicants. Stakeholders mentioned above were consulted through several meetings and the decision to abolish the Pre-ND reached and implemented.

during g the COVID-19 pandemic, I was working as a teacher in Sweden when new policies were introduced to support distance education. The sudden shift forced the Swedish Ministry of Education, Skolverket (National Agency for Education), and the Public Health Agency to quickly develop guidelines for remote teaching.
Teachers, school leaders, and municipalities were also involved in shaping how these policies were implemented on the ground. The process began with identifying the core issue: how to ensure learning continued safely. Authorities then explored digital solutions and made temporary changes to the education law to allow for distance learning.
As a teacher, I experienced how fast decisions were madeāand how we had to adapt quickly. It wasnāt a perfect process, but it felt collaborative and responsive. The Swedish trust-based system made it easier to follow through, even in such a challenging time.
